Requisitions in EMAT

A requisition is an order for instructional materials placed in EMAT in which sends the order directly to the publisher and deducts payment from a local educational agency's (LEA) Instructional Materials and Technology Allotment (IMTA) fund, State Board of Education (SBOE)-Approved Instructional Materials entitlement, and/or their State-Developed Open Education Resource (OER) entitlement. Requisitions can only be used to purchase state-adopted and SBOE-approved materials.

Requisition Process

The process for placing orders through a requisition is as follows:

  1. An LEA submits a requisition for state-adopted or SBOE-approved instructional materials.  
  2. Allotment and/or entitlement funds are deducted from an LEA’s account in EMAT.  
  3. reviews the requisition and will reach out if additional information is needed for approval.
  4. If the requisition is approved, will send the order directly to the publisher for fulfillment.  
  5. Once the publisher fulfills and ships the order, pays the publisher.

Requisition Request Statuses

When creating a requisition, there are three request statuses, including In Progress, Submitted, and Complete:  

  • A requisition in progress has been saved or reopened but not submitted. 
  • A submitted requisition is a request waiting for review by . After review, submitted requisitions may be approved or reopened. 
  • A completed requisition has been approved by and the order has been sent to the publisher for fulfillment. 

Types of Requisitions

There are two different kinds of requisitions: program and component. 

  • A program requisition allows an LEA to purchase an entire package or bundle of state-adopted or SBOE-approved instructional materials.  Program refers to the bundled package available that includes all listed components. 
  • A component requisition allows an LEA to purchase an individual item, or component, of a program offering 

Steps for Creating a Requisition 

The steps for creating a program requisition and component requisition vary slightly. Please review each step carefully and double-check every requisition before submitting.  

 

Steps for Creating and Submitting a Program Requisition 

  1. Log into L and choose the EMAT application. 
  2. On the district start page, click Create New Requisition on the Program Requisition row. 
  3. Select the Program Requisition tab. 
  4. Select the grade level of the program intended for purchase. 
    • Note that elementary Languages Other Than English (LOTE) can be found in grade 1 and middle school LOTE is in grade 6.  
  5. Click the magnifying glass to select the multiple list code (MLC) of the program.  
    • If you’re not sure what the MLC is for the grade level and course of the program, refer to the MLC webpage.  
  6. Select the MLC from the provided list. 
  7. Click the magnifying glass to search for the ISBN of the intended program for purchase. 
  8. Once the ISBN is found, select the Program ISBN from the list.   
    • If needed, click the item details icon to view detailed information about the selected program item, including: the full program title, comments section with package information, and Texas Essential Knowledge and Skills (TEKS) coverage percentages. 
  9. After the program is selected, enter the quantity needed in the Student Requisition Quantity (Student Req Qty) field and/or the Teacher Requisition Quantity (Teacher Req Qty) field. 
    • If the program is a student package, enter the number of students that will need materials.
    • If the program is a teacher package, enter the number needed for teachers in the Teacher Requisition Quantity field and then enter the number of students the teacher will be teaching using this material.  
    • Please note that no quantity fields can be left blank. All quantity fields require a whole number greater than 0. 
  10. Once the quantity is entered, the extended amount field will automatically calculate the total cost of the requisition. 
  11. To submit a requisition, click on requisition summary and then submit to .  
    • To view the requisition summary, click view/print requisition summary before hitting submit.
